About Commonwealth Shared Scholarship
Commonwealth Shared Scholarships are for candidates from least developed and lower middle income Commonwealth countries, for full-time Master’s study on selected courses, jointly supported by UK universities.
Funded by the UK Foreign, Commonwealth and Development Office (FCDO) Commonwealth Shared Scholarships enable talented and motivated individuals to gain the knowledge and skills required for sustainable development, and are aimed at those who could not otherwise afford to study in the UK.
These scholarships are offered under six CSC development themes:
- Science and technology for development
- Strengthening health systems and capacity
- Promoting global prosperity
- Strengthening global peace, security and governance
- Strengthening resilience and response to crises

General Conditions for Commonwealth Shared Scholarship
- A Commonwealth Shared Scholarship covers fees, approved fares and personal maintenance. Other scholarships, awards or bursaries that cover the same costs may not be held concurrently.
- For the CSC to administer your application effectively and efficiently after you have submitted, it will be necessary to create a record in your name. If you are nominated for an award to the CSC, your details will be kept on file.
Basic anonymised demographic data for all applicants will be kept for analytical research. The CSC is committed to protecting your personal information and to being transparent about the information we are collecting about you and what we do with it.
- If your application is successful and the CSC has confirmed that you meet the eligibility requirements, your university will notify you that you have been provisionally selected (selected for an award subject to the CSC agreeing your terms of admission to the university)
- The CSC does not require any candidates to take an IELTS (English language) test. You should note, however, that, as a further condition of your scholarship, you may be required by your university to provide evidence of a particular level of English language proficiency.
- The CSC will not be able to offer you a scholarship if it would contravene the terms and conditions of another scholarship that you have previously held.
- When terms of admission to the university have been agreed, the CSC will send you a formal Confirmation of Award letter.
- You will be required to submit a Health and Disability Form before your Confirmation of Award can be issued.
- You will be required to sign an undertaking to return to your home country as soon as possible after the end of your award.
- You are expected to start your award on the date stated in your Confirmation of Award letter.
- If you require a Student visa to come to the UK to study, you must meet all relevant immigration requirements set by UK Visas and Immigration.
- All UK immigration regulations are set by UK Visas and Immigration and are subject to change. The CSC has no control over these regulations.
- You will be selected for an award based on the plan of study outlined on your application form, which is not expected to change significantly during your award. Any such changes must be agreed by the CSC.
- You are expected to reside in the UK throughout your award, and to seek approval from the CSC in advance for any overseas travel.
- You must not undertake paid employment during your award without approval from the CSC in advance.
- The CSC will consider a request to extend your leave to remain in the UK after your award only if you wish to move from Master’s to PhD study. Strict conditions will apply.
- The CSC cannot provide a letter of support or permission for you to remain in or return the UK after your award to enable you to work.
- Applicants and Scholars will be expected to abide by the Commission’s Code of Conduct for Award Holders and Disciplinary Policy and Procedure. Your award may be terminated at any time for reasons of unsatisfactory conduct, progress, or attendance, or if your registration is suspended or terminated by your university for any reason.
- In line with the UK Bribery Act 2010, any applicant convicted of bribery will be banned from reapplying for a Commonwealth Scholarship or Fellowship for a period of up to five years.
- The CSC is committed to administering and managing its scholarships and fellowships in a fair and transparent manner.
- The CSC does not charge candidates to apply for any of its scholarships or fellowships through its online application system, and it does not charge organisations to nominate candidates.
- All conditions of award are subject to UK local law and practices and are subject to change by the CSC.

General Requirements for Application of the Commonwealth Shared Scholarship
To apply for these scholarships, you must:
- Be a citizen of or have been granted refugee status by an eligible Commonwealth country, or be a British Protected Person
- Be permanently resident in an eligible Commonwealth country
- Be available to start your academic studies in the UK by the start of the UK academic year in September 2023
- By September 2023, hold a first degree of at least upper second-class (2:1) honours standard, or a lower second-class degree (2:2) and a relevant postgraduate qualification (usually a Master’s degree).
- Not have studied or worked for one (academic) year or more in a high-income country
- Be unable to afford to study at a UK university without this scholarship
- Have provided all supporting documentation in the required format

Your nominating agency will be aware that the CSC offers support to Commonwealth Scholars and Fellows with disabilities.
When you apply for a Commonwealth Scholarship or Fellowship, you will be asked to disclose if you have any health issues or disabilities. This information is entirely confidential; it is not seen by your nominating agency or the selection panel, and will not affect the outcome of your application.
On your application, you will also be asked to provide a personal statement. This includes details of how you have overcome any personal or community barriers to higher education. You may wish to discuss your disability in your personal statement but you do not have to.
Please be aware that this statement will be seen by your nominating agency and the selection panel, and will be taken into account in your application process.

Before Your Scholarship/Fellowship:
Important Notes for Commonwealth Scholars and Fellows studying in the UK
If you are provisionally selected for a scholarship or a fellowship, you will be required to submit a health and disability form, which asks if you have a disability and if you are likely to need any special provision or treatment during your award.
We strongly encourage you to disclose any disabilities at this early stage. This will provide the CSC with a clear picture of your needs, so that arrangements can be made for your welfare in the UK, should you be successful in gaining a scholarship.
Any sensitive personal data that you provide will be handled with maximum discretion.
We will use the information provided to determine what (if any) additional support you may need to excel in your studies, during your academic and daily life, and/ or at CSC events.
Examples of actions will depend on your needs but may include: liaising with your university/host organisation (with your permission) to ensure you are supported; advising you about any preparations you need to make before you arrive in the UK or anything you may need to bring; advising the CSC’s travel provider of any considerations that need to be made for your travel to the UK.
We are committed to ensuring you are well supported during your studies and will work with you to understand your needs.
Please note, whilst we strongly encourage early disclosure it is possible to declare a disability at any stage of your award.
Important Notes For Commonwealth Distance Learning Scholars
If you are provisionally selected for a distance learning scholarship, you will have the option to declare a disability when you accept the scholarship.
Your award acceptance form asks if you have a physical or learning disability and if you are likely to need any special provision or treatment during your award.
We strongly encourage you to disclose any disabilities at this early stage. This is to provide the CSC with a clear picture of your study needs and how we can support you. Any sensitive personal data that you provide will be handled with maximum discretion.
If you declare a disability, we will send you a disability questionnaire to complete. This is optional, but we strongly encourage you to complete it.
We will use the information provided in this questionnaire to determine what (if any) support you may need to excel in your studies.
We will also ask you in the form whether you give permission for the CSC to share your disability status with your UK university; we strongly advise you to give permission, as this will enable us to communicate openly with your UK university to ensure your study needs are met.
Once the questionnaire is received, we will work with you to determine what (if any) action needs to be taken to ensure you are supported. Examples of actions will depend on your needs but may include:
liaising with your university/host organisation (with your permission) to ensure your needs are met; advising you on any preparations you need to make before commencing study; assessing any equipment you may need to assist you during your study; discussing any needs you have to take part in exams or residential programmes as part of your programme of study.
Please note, whilst we strongly encourage early disclosure it is possible to declare a disability at any stage of your award.
During your Scholarship/Fellowship
The disability-related support the CSC provides for scholars is agreed and determined according to scholars’ individual needs.
We will liaise with you to determine what support we can offer, and will take this into account in conjunction with the information that you have provided on the health and disability form, additional details provided by your university/host organisation (if they have conducted a needs assessment), and any other information about additional support that your university/host organisation is able to provide.
Additional support provided by the CSC is intended to complement the support already provided by your university/host organisation, ensuring your needs are met throughout your award.
If your scholarship is tenable in the UK, the CSC will provide support for you in your personal life if your disability-related needs result in the costs of everyday activities being higher than they would be otherwise.
If you declare a disability on the form a full assessment of your needs and eligibility for additional financial support will be offered once you arrive to the UK.
The CSC organises events for Commonwealth Scholars and Fellows, and coordinates attendance at events hosted by other organisations. If you apply to attend one of these events, you will be asked on the application form if you have a disability that requires any additional assistance.
We will make every effort to put adjustments in place to enable you to attend and gain maximum benefit from the event.
How to Apply for Commonwealth Shared Scholarship
You must apply for your scholarship to be tenable at one of the following approved courses at a participating UK university.
You can apply for more than one course and to more than one university through the Commonwealth Shared Scholarships Scheme, but you may only accept one offer of a Shared Scholarship.
You must also secure admission to your course in addition to applying for a Shared Scholarship. Please check with your chosen university for their specific advice on when to apply, admission requirements and rules for applying.
You must make your application using the CSC’s online application system, in addition to any other application that you are required to complete by your nominating body. The CSC will not accept any applications that are not submitted via the online application system.
Commonwealth Shared Scholarships for the academic year 2023/2024 are now closed. Applicants will be notified of the outcome by June 2024.
Documents Required for the application of Commonwealth Shared Scholarship
Your application must include the following supporting documentation by the closing date to be eligible for consideration:
- Proof that you are a citizen or have refugee status of an eligible Commonwealth country: a copy of your valid passport (or national ID card) showing your photograph, date of birth, and country of citizenship uploaded to the online application system
- Full transcripts detailing all your higher education qualifications including to-date transcripts for any qualifications you are currently studying (with certified translations if not in English) – uploaded to the online application system
The CSC will not accept supporting documentation submitted outside the online application system.
You must also provide the names and contact details three referees who will be contacted in advance of the placement stage, should your application be under consideration for a scholarship.
Please note that the CSC does not charge candidates to apply for any of its scholarships or fellowships through its online application system, and it does not charge organisations to nominate candidates.
How to Complete the Application Form
Applications must be made using the CSC’s online application system, details of which can be found under the ‘How to apply’ section.
In the application form, prospective candidates will be asked to:
- List all undergraduate and postgraduate university qualifications obtained (if applicable)
- List up to 10 publications and prizes (if applicable)
- Provide details of your employment history and explain how each job is relevant to the programme you wish to undertake in the UK (up to 100 words per employment)
- Provide a statement on the relevance of your previous work experience to the proposed Scholarship (up to 300 words)
- List names and positions of three referees who are qualified to comment on both your capacity to benefit from your proposed Scholarship in the UK and your ability to deliver development impact afterwards. One of your referees must be your current employer.
- Provide a Development Impact statement in 4 parts. In the first part you should explain how your proposed Scholarship relates to:
a. development issues at the global, national, and local level
b. development issues connected to your chosen CSC development theme and the wider sector.(up to 200 words)
- In the second part you should explain how you intend to apply your new skills once your Scholarship ends (up to 100 words).
- In the third part you should outline what you expect will change in development terms following your Scholarship, including:
a. the outcomes that you aim to achieve
b. the timeframe for their implementation
c. who the beneficiaries will be (up to 250 words)
- In the fourth part you should write about how the impact of your work could be best measured (up to 100 words).
In the application you would be required to:
- Confirm what your award objectives are and how each of them will be met by the Scholarship programme
- Confirm what your objectives are for the next two years and how each of them will be met by the Scholarship programme
- Confirm what your objectives are in the longer term and how each of them will be met by the Scholarship programme
- Provide a personal statement to summarise the ways in which your personal background has encouraged you to want to make an impact in your home country. You should indicate areas in which you have already contributed, such as having overcome any personal or community barriers to your chosen career (up to 500 words).
- Summarise the ways in which you have engaged in voluntary activities and the opportunities you have had to demonstrate leadership (up to 500 words).
- Provide a scan of your passport or national identity card
Criteria for Selection
Each participating UK University will conduct its own recruitment process to select a specified number of candidates to be awarded Commonwealth Shared Scholarships. Universities must put forward their selected candidates to the CSC in March 2022. The CSC will then confirm that these candidates meet the eligibility criteria for this scheme. Universities will inform candidates of their results by July 2022.
Applications will be considered according to the following selection criteria:
- Academic merit of the candidate
- Quality of the plan of study
- Potential impact on the development of the candidate’s home country
Duration of the Commonwealth Shared Scholarship
Awards are tenable for any approved course offered by a participating UK university. Awards are to obtain one degree; funding will not be extended to enable candidates to complete a qualification in addition to or higher than that for which the selection was made.
Awards are made in respect of full-time study only and no other course of study may be undertaken at the same time.
The CSC funds one-year taught Master’s programmes only and does not fund MBAs.
You must make clear in your application which qualification you are applying for. This will enable the CSC to consider your application in the correct category. Applications which do not make this clear may be considered ineligible.
You must take the necessary steps to apply for admission to your preferred universities. Many courses have strict admission deadlines and you should check admission requirements carefully when applying.
What Commonwealth Shared Scholarship Covers
Commonwealth Shared Scholarships are jointly funded by the CSC and participating UK universities.
Each scholarship provides:
- Approved airfare from your home country to the UK and return at the end of your award (the CSC will not reimburse the cost of fares for dependants, nor the cost of journeys made before your award is confirmed) – arranged by the university; funded by the CSC
- Approved tuition fees – funded by the CSC
- Stipend (living allowance) at the rate of £1,133 per month, or £1,390 per month for those at universities in the London metropolitan area (rates quoted at 2021-2022 levels) – paid and funded by the university
- Warm clothing allowance, where applicable – paid and funded by the university
- Thesis grant towards the cost of preparing a thesis or dissertation, where applicable – claimed from and paid by the university; funded by the CSC
- Study travel grant towards the cost of study-related travel within the UK or overseas – claimed from and paid by the university; funded by the CSC
- Reimbursement of the cost of a mandatory tuberculosis (TB) test, where required for a visa application (receipts must be supplied) – claimed from and paid by the university; funded by the CSC
- If you are widowed, divorced, or a single parent, child allowance of £485 per month for the first child, and £120 per month for the second and third child under the age of 16, if you are accompanied by your children and they are living with you at the same address in the UK (rates quoted at 2021-2022 levels)
- If you declare a disability, a full assessment of your needs and eligibility for additional financial support will be offered by the CSC.

What is the Maximum Age Limit for the Application of the Commonwealth Shared Scholarship?
Age is not a criterion for consideration for the Commonwealth Shared Scholarship. Applicants of all ages are accepted as long as he/she is willing to take the two-year Master’s degree programme.
Does Commonwealth Shared Scholarship Require IELTS, TOEFL or TOEIC Test?
Test of Proficiency in English Language will be according to the university choice; they can choose to use anyone of the tests and they can also decide not to make use of any test. Go to the official website of your selected institution for their English Language requirements.
Can One Person Submit More than One Commonwealth Shared Scholarship Application Per Year?
Most times, applicants do not want to “put their eggs in one basket”, thereby asking this kind of question to know if they can submit the commonwealth scholarship application in multiple universities.
The answer to this question is YES. You can submit more than one application but more than one application should not be submitted to one university. You can send your applications as many as you want to other common wealth countries and host universities.
Note that if more than one application is sent to the same university, only the first application would be considered valid.
Also, any statement used for one university should not be copied for another application.
Does Commonwealth Shared Scholarship Cover Doctoral Programmes?
No, the scholarship is design only for master’s degree programmes.
Can Undergraduate Students Apply for Commonwealth Shared Scholarship?
The scholarship is not for Undergraduate programmes; it is strictly for Master’s Degree Scholars. In line with this, no undergraduate student is expected to apply for the scholarship, even if the person is in final year of the Bachelor’s Degree Programme.
What is the Duration of the Commonwealth Shared Scholarship Award?
The award expires immediately after the Two-Year Master’s Degree programme without any extension. Only students who are willing to enroll in 2-year master’s degree programme should apply.
Will I Be Allowed to Continue with another Programme After the Two-year programme?
The answer is NO. You would be required to return to your home country immediately after your two-year master’s degree programme in the common country.
Is Beneficiary of Commonwealth Shared Scholarship Allowed to Apply another Scholarship?
Yes, recipients are allowed to apply other funding opportunities. This is for the sake of those expenses that may not be covered by the CSC. Note that you must seek the approval of Commonwealth Shared Scholarship, CSFP Unit, before the acceptance of any other scholarship.
What is the Application Fee for Commonwealth Shared Scholarship?
The application of the CSC is absolutely free of charge, but some host universities may demand application fees. This will only be between the applicant and the chosen universities as the award will not cover any application fee.
